Cyril have been involved in evaluation research activities, first as an academic and a trainee at UNESCO's Internal Oversight Service as an evaluation assistant. While at UNESCO in Paris, he supported some sections of UNESCO’s policy evaluation on culture and sustainable development. His ongoing academic evaluation-related research include an investigation of the impact of climate change on cocoa production and a critical review of cocoa production value chain: state-regulated marketing systems bane or boon to the smallholder cocoa farmer in Ghana. He holds a B.A in Development Management from the University of Wales - UK and M.Sc. in Development Evaluation and Management from the University of Antwerp - Belgium.
